Okay, I'm not sure what's going on with the clothes this tubby little Chihuahua is wearing. Is that some kind of insulated kilt? A cold-weather schoolgirl uniform? I just don't know. It might be an especially heavy Chihuahua sweater, but your guess is as good as mine.
